It contains two main ingredients: the size of your positions and the limit of lost you are planning to take.

Hesitation is not logical if you take a cautious approach.

Really, there is no optimum time to open a position, short or long. Nor there is a worst time. Best or worst timings are defined by hindsigt and hindsight only.
