But there's no apostrophe between 70 and s if you're saying the 1970s, as in "The 70s was a great decade for the Ford Cortina!" I know why people do it, they think the ' goes instead of the ie in sevenIEs, but it's wrong. It's just 70s. It would be 1970's if you were to say: "1970's greatest event was..." referring to an event in the year 1970.

: It was always assumed that this was taught in primary schools by teachers there . Consequently, when 70's and 80's teachers were out on strike and in general having fun in pubs, the present generation's parents missed out.
